The NSD log indicates that Notes is using 14 Meg of process memory and 20 Meg of shared memory, which seems quite reasonable. Unfortunately, you don't have perfmon on Win98 and taskman doesn't have the memory monitoring option, so I'd start by not running notes on that system for a while (if possible) and see if the problem persists.
